[3687]: My dear Miss Cushman
In reply to your letter about the consulate [underlined] my husband says last year a law was passed in Congress requiring all Consuls whether feed or salaried to account to the Treasury Dept. This law allowed the feed consuls to have their fees if they did not exceed the amount of 2500 & office rent & clerk hire. The Surplus +++ this if any to be returned to the Treasury. It is probable under this law that the Treasury Dept. had called upon him for accounts But all Consuls whether feed or salaried are required not to be absent from this Post more.
